Things to possibly consider: Caldari are shield tanked suits with a high base movement speed. Generally armor is not used so they strafe very fast compared to a gallente who's armor greatly reduces their movement speed which decreases their strafe speed even more.
Not saying anyone's wrong but I really have not noticed any difference in the hit detection of a Caldari suit compared to any other scout. IDK Moody...I ran into a basic cal scout with just over 200 shields, and was chasing him in my min scout, got up to him close enough that my SG read 110% efficiency, fired, and he didn't even lose half shields,while the shot was center mass, and he was walking, not even sprinting.
People generally run into the problem using CQC weapons (SG, I've also encountered it with NK's) and projectile weapons
Also, the name escapes me, but someone recently posted a video showing broken shotgun hit detection, and in the video, it showcases the shotgun not actually registering damage against various targets. What was interesting, however, is that ~70% of the targets shown were caldari scouts...I personally do believe that they are slightly bugged with hit detection

Explosives are a bad choice, **** even flux nades are(had one escape a direct hit with 130/360~ shield)

Of course an Ion pistol is going to murder them it has a +10 against shields. A bolt will murder them due to do over 100hp per round even with it's -10 against shields. If you guys come up with some actual evidence I'll believe you. id like to try and find someone with a capture card to observe whether this is myth or fact
There does seem to be something just a little off with their hit boxes.
Anecdotally, minmitar scouts are very easy to hit while strafing in CQC (relative) compared to caldari scouts, who seem to simply be much harder targets, despite min scouts having faster strafe speeds
